Selon le rapport publi\u00e9 en avril 2023, les huit derni\u00e8res ann\u00e9es ont \u00e9t\u00e9, au niveau mondial, les huit plus chaudes jamais enregistr\u00e9es. <strong>En 2022<\/strong>, la temp\u00e9rature moyenne annuelle de la plan\u00e8te a \u00e9t\u00e9 <strong>sup\u00e9rieure de +&nbsp;1,2&nbsp;\u00b0C \u00e0 la p\u00e9riode 1850-1900<\/strong>. Ces volumes suppl\u00e9mentaires d\u2019eau, ainsi que la hausse de la temp\u00e9rature moyenne de l\u2019eau (+&nbsp;0,9&nbsp;\u00b0C par rapport \u00e0 1850) font augmenter <strong>le niveau de la mer<\/strong> \u00e0 la vitesse moyenne de 3 mm\/an. Les faibles niveaux de pr\u00e9cipitations associ\u00e9s \u00e0 des temp\u00e9ratures \u00e9lev\u00e9es ont entrain\u00e9 une s\u00e9cheresse g\u00e9n\u00e9ralis\u00e9e. Et les<strong> effets sur l\u2019agriculture<\/strong> ont \u00e9t\u00e9 multiples. S\u00e9cheresse en \u00e9t\u00e9 et vagues de chaleur ont limit\u00e9 les rendements en <strong>ma\u00efs<\/strong> (-&nbsp;24&nbsp;% au niveau UE) et la pousse de <strong>l\u2019herbe<\/strong>. La faible humidit\u00e9 des sols et for\u00eats a favoris\u00e9 les incendies. Pour 2023, le BRGM (Bureau de recherches g\u00e9ologiques et mini\u00e8res, en charge du suivi des nappes d\u2019eau souterraines en France) note que les bonnes pluviom\u00e9tries de d\u00e9cembre 2022 et janvier 2023 ont commenc\u00e9 \u00e0 r\u00e9sorber les d\u00e9ficits, mais les faibles pluies de f\u00e9vrier ont stopp\u00e9 le mouvement. Les pluies de mars et avril ont aid\u00e9 \u00e0 la recharge des nappes r\u00e9actives (massif armoricain, Grand Est). <strong>\u00c0 fin avril 2023<\/strong>, la situation demeure peu satisfaisante sur une grande partie du pays, avec <strong>68&nbsp;% des niveaux des nappes sous la normale<\/strong> (contre 58&nbsp;% en avril 2022).<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter size-full\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"436\" height=\"458\" src=\"https:\/\/i0.wp.com\/normandiemaine.cerfrance.fr\/latelier\/wp-content\/uploads\/sites\/2\/2023\/05\/Risque-de-secheresse-sur-les-nappes-a-enjeux-en-2023.png?resize=436%2C458&#038;ssl=1\" alt=\"Risque de s\u00e9cheresse sur les nappes \u00e0 enjeux en 2023 - Source ; BRGM\" class=\"wp-image-4098\" srcset=\"https:\/\/i0.wp.com\/normandiemaine.cerfrance.fr\/latelier\/wp-content\/uploads\/sites\/2\/2023\/05\/Risque-de-secheresse-sur-les-nappes-a-enjeux-en-2023.png?w=436&amp;ssl=1 436w, https:\/\/i0.wp.com\/normandiemaine.cerfrance.fr\/latelier\/wp-content\/uploads\/sites\/2\/2023\/05\/Risque-de-secheresse-sur-les-nappes-a-enjeux-en-2023.png?resize=286%2C300&amp;ssl=1 286w\" sizes=\"(max-width: 436px) 100vw, 436px\" \/><figcaption class=\"wp-element-caption\">Risque de s\u00e9cheresse sur les nappes \u00e0 enjeux en 2023 &#8211; Source : BRGM<\/figcaption><\/figure>\n\n\n\n<p>Fin avril 2023, de nombreux secteurs pr\u00e9sentent un risque av\u00e9r\u00e9 de s\u00e9cheresse durant la p\u00e9riode estivale. \u00c0 partir de mai, les niveaux devraient baisser jusqu\u2019\u00e0 l\u2019automne, et les \u00e9pisodes de recharge rester ponctuels et localis\u00e9s.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Les bassines&nbsp;: un exemple de crispation face \u00e0 une strat\u00e9gie d\u00e9fensive&nbsp;<\/h2>\n\n\n\n<p>Face \u00e0 une situation de manque d\u2019eau qui devrait se renouveler, les agriculteurs cherchent \u00e0 s\u00e9curiser leur approvisionnement en eau, pour <strong>garantir leurs productions et leur revenu.<\/strong><\/p>\n\n\n\n<p>Une solution parmi d\u2019autres est la construction de grands bassins de stockage d\u2019eau. Ces \u00ab&nbsp;bassines&nbsp;\u00bb sont approvisionn\u00e9es en hiver par <strong>pompage de l\u2019exc\u00e9dent d\u2019eau hivernal<\/strong> dans les nappes phr\u00e9atiques, puis l\u2019eau permet ensuite d<strong>\u2019irriguer les cultures <\/strong>en cas de manque de pluies. Elles limitent ainsi le pompage dans les cours d\u2019eau en \u00e9t\u00e9.<\/p>\n\n\n\n<p>Les opposants \u00e0 ces bassines contestent leurs avantages. Les inconv\u00e9nients mis en avant&nbsp;: <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>l\u2019eau, consid\u00e9r\u00e9e comme un bien commun, se trouve privatis\u00e9e au profit de quelques agriculteurs (regroup\u00e9s en coop\u00e9rative), avec un financement majoritairement sous forme de subventions publiques&nbsp;; <\/li>\n\n\n\n<li>l\u2019irrigation encourage des pratiques agricoles gourmandes en eau et en intrants.<\/li>\n<\/ul>\n\n\n\n<p>Les d\u00e9bats sont loin d\u2019\u00eatre clos sur le sujet de la gestion de l\u2019eau&nbsp;; et les conflits potentiels sont multiples. Pourtant, <strong>des compromis devront \u00eatre trouv\u00e9s<\/strong>. Ils ne seront p\u00e9rennes que si la recherche de solutions passe par un dialogue constructif entre toutes les parties prenantes (consommateurs et fili\u00e8res agricoles), <strong>prenant en compte les enjeux individuels et l\u2019int\u00e9r\u00eat g\u00e9n\u00e9ral.<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Encore combien de temps pour agir&nbsp;?<\/h2>\n\n\n\n<p>Selon Copernicus, la prolongation de la tendance des 30 derni\u00e8res ann\u00e9es <strong>devrait conduire \u00e0 un r\u00e9chauffement global de 1,5&nbsp;\u00b0C d\u00e8s 2033.<\/strong> Rappelons l\u2019ambition de l\u2019accord de Paris de 2015&nbsp;: limiter, \u00e0 l\u2019horizon 2100, l\u2019augmentation de la temp\u00e9rature \u00e0 +&nbsp;1,5&nbsp;\u00b0C au-dessus des niveaux pr\u00e9industriels. FranceAgriMer a r\u00e9cemment publi\u00e9 un \u00e9tat d\u2019avancement des travaux des fili\u00e8res.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Pour toutes les fili\u00e8res, un axe strat\u00e9gique majeur&nbsp;: la Recherche et le D\u00e9veloppement<\/h3>\n\n\n\n<p>Toutes les fili\u00e8res s\u2019accordent sur la n\u00e9cessit\u00e9 de mettre en place des outils de veille et de prospective afin de caract\u00e9riser le changement climatique et son impact sur l\u2019ensemble des cultures. &nbsp;L\u2019enjeu majeur est de mettre au point des syst\u00e8mes agro\u00e9cologiques plus r\u00e9silients et territorialis\u00e9s, dont l\u2019empreinte carbone sera r\u00e9duite&nbsp;; puis de transf\u00e9rer les connaissances aupr\u00e8s des acteurs de la fili\u00e8re.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Pour les productions v\u00e9g\u00e9tales, les principaux axes&nbsp;strat\u00e9giques des feuilles de route<\/h3>\n\n\n\n<p><strong>La gestion de l\u2019eau&nbsp;:<\/strong> favoriser le dialogue sur la r\u00e9partition de la ressource en eau permettra une gestion partag\u00e9e des risques, avec un engagement de la soci\u00e9t\u00e9 et des parties prenantes. L\u2019utilisation conjointe de mat\u00e9riel d\u2019irrigation efficient doit garantir l\u2019acc\u00e8s des plantes \u00e0 l\u2019eau par des d\u00e9marches d\u2019irrigation \u00ab&nbsp;de r\u00e9silience&nbsp;\u00bb.<\/p>\n\n\n\n<p><strong>L\u2019innovation v\u00e9g\u00e9tale<\/strong>&nbsp;est encourag\u00e9e par le biais de l\u2019acc\u00e9l\u00e9ration de la s\u00e9lection vari\u00e9tale et de l\u2019innovation g\u00e9n\u00e9tique&nbsp;; mais aussi par le renforcement de la lutte contre les bioagresseurs. L\u2019objectif est de g\u00e9n\u00e9raliser l\u2019approche \u00ab&nbsp;syst\u00e8me&nbsp;\u00bb, c\u2019est-\u00e0-dire la combinaison de leviers \u00e0 effets partiels (rotation, plantes de service, produits de biocontr\u00f4le, g\u00e9n\u00e9tique \u2026).<\/p>\n\n\n\n<p><strong>Les innovations techniques et technologiques<\/strong>&nbsp;sont aussi soutenues. Une meilleure compr\u00e9hension de la sant\u00e9 du sol permettra de reconnecter la gestion des risques \u00e0 l\u2019agronomie pour \u00e9laborer de nouveaux itin\u00e9raires techni-ques. La production devra aussi \u00eatre ajust\u00e9e en lien avec des risques sanitaires plus importants.<\/p>\n\n\n\n<p><strong>Les innovations techniques et technologiques<\/strong> vont porter sur l\u2019adaptation des b\u00e2timents et les techniques d\u2019\u00e9levage, pour limiter le stress thermique des animaux.
