Il comprend un diagnostic des \u00e9missions de gaz \u00e0 effet de serre et du potentiel de stockage de carbone des exploitations volontaires, ainsi qu\u2019un plan d\u2019action. Une visite de suivi par l\u2019organisme ayant effectu\u00e9 le diagnostic est pr\u00e9vue quelques mois plus tard. Les exploitants ont la possibilit\u00e9 d\u2019engager des d\u00e9marches pour obtenir le Label Bas-Carbone (LBC) et valoriser la r\u00e9duction des \u00e9missions de GES et la s\u00e9questration du carbone.<\/p>\n\n\n\n<div class=\"wp-block-media-text is-stacked-on-mobile\" style=\"grid-template-columns:43% auto\"><figure class=\"wp-block-media-text__media\"><img data-recalc-dims=\"1\" fetchpriority=\"high\" decoding=\"async\" width=\"609\" height=\"679\" src=\"https:\/\/i0.wp.com\/normandiemaine.cerfrance.fr\/latelier\/wp-content\/uploads\/sites\/2\/2024\/04\/Leviers-et-freins-pour-la-mise-en-oeuvre-des-actions-pour-impacter-le-bilan-carbone.png?resize=609%2C679&#038;ssl=1\" alt=\"Leviers et freins pour la mise en oeuvre des actions pour diminuer son impact Carbone\" class=\"wp-image-4897 size-full\" srcset=\"https:\/\/i0.wp.com\/normandiemaine.cerfrance.fr\/latelier\/wp-content\/uploads\/sites\/2\/2024\/04\/Leviers-et-freins-pour-la-mise-en-oeuvre-des-actions-pour-impacter-le-bilan-carbone.png?w=609&amp;ssl=1 609w, https:\/\/i0.wp.com\/normandiemaine.cerfrance.fr\/latelier\/wp-content\/uploads\/sites\/2\/2024\/04\/Leviers-et-freins-pour-la-mise-en-oeuvre-des-actions-pour-impacter-le-bilan-carbone.png?resize=269%2C300&amp;ssl=1 269w\" sizes=\"(max-width: 609px) 100vw, 609px\" \/><\/figure><div class=\"wp-block-media-text__content\">\n<p>L\u2019ADEME a publi\u00e9 un<a href=\"https:\/\/librairie.ademe.fr\/produire-autrement\/6803-synthese-du-dispositif-bon-diagnostic-carbone-2021-2023.html\"> rapport <\/a>sur ce dispositif. 3&nbsp;401 diagnostics ont \u00e9t\u00e9 r\u00e9alis\u00e9s, essentiellement dans des exploitations :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>bovines (44 %), <\/li>\n\n\n\n<li>grandes cultures (27&nbsp;%),<\/li>\n\n\n\n<li>polyculture \u00e9levage (21&nbsp;%).<\/li>\n<\/ul>\n\n\n\n<p>Les <strong>leviers les plus mobilis\u00e9s<\/strong> concernent la <strong>fertilisation azot\u00e9e<\/strong>, la <strong>couverture du sol<\/strong>, la <strong>r\u00e9duction de la consommation de combustibles fossiles<\/strong> et la <strong>gestion du troupeau<\/strong>.<\/p>\n\n\n\n<p><strong>L\u2019impact \u00e9conomique du plan d\u2019action carbone est estim\u00e9 favorable dans 65&nbsp;% des cas<\/strong>. Il est plut\u00f4t positif pour les exploitations bovines et la polyculture. Cela est moins \u00e9vident pour les grandes cultures du fait des investissements et des effets sur les rendements et les d\u00e9bouch\u00e9s.<\/p>\n\n\n\n<p><strong>25&nbsp;% des agriculteurs engag\u00e9s d\u00e9clarent vouloir int\u00e9grer un projet LBC<\/strong>. La <strong>vente des cr\u00e9dits carbone<\/strong> est plut\u00f4t vue comme un <strong>bonus<\/strong> que comme une voie de financement de la transition.<\/p>\n<\/div><\/div>\n\n\n\n<p>Pour massifier le passage \u00e0 l\u2019action, l\u2019ADEME cite notamment les leviers suivants&nbsp;: <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>le financement, <\/li>\n\n\n\n<li>la simplification des diagnostics,<\/li>\n\n\n\n<li>une animation territoriale.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">S\u2019adapter au r\u00e9chauffement climatique&nbsp;: combien cela co\u00fbtera-t-il&nbsp;?<\/h2>\n\n\n\n<p><\/p>\n\n\n\n<p>D\u2019apr\u00e8s France Assureurs, depuis 2020, les <strong>sinistres li\u00e9s au climat<\/strong> ont co\u00fbt\u00e9 en moyenne <strong>6 milliards d\u2019euros par an <\/strong>en France. C\u2019est bien plus que lors de la d\u00e9cennie pr\u00e9c\u00e9dente (3,7&nbsp;Md\u20ac\/an en moyenne)&nbsp;: <strong>le risque climatique augmente et s\u2019intensifie<\/strong>.<\/p>\n\n\n\n<div class=\"wp-block-media-text has-media-on-the-right is-stacked-on-mobile\"><div class=\"wp-block-media-text__content\">\n<p>L\u2019Institut de l\u2019\u00e9conomie pour le climat, <a href=\"https:\/\/www.i4ce.org\/quels-couts-adaptation-anticiper-effets-rechauffement-4-degres-climat\/\">I4CE<\/a>, a estim\u00e9 le <strong>co\u00fbt de l\u2019adaptation \u00e0 un r\u00e9chauffement climatique de +&nbsp;4&nbsp;\u00b0C d\u2019ici 2100<\/strong> dans trois secteurs&nbsp;: les <strong>transports<\/strong>, le <strong>b\u00e2timent<\/strong> et les <strong>productions agricoles v\u00e9g\u00e9tales<\/strong>.<\/p>\n\n\n\n<p>Deux \u00e9l\u00e9ments sont d\u00e9terminants pour estimer le <a href=\"https:\/\/www.euractiv.fr\/section\/energie-climat\/news\/la-france-dispose-de-1ere-estimations-des-couts-de-ladaptation-au-rechauffement-climatique\/\">co\u00fbt d\u2019adaptation&nbsp;<\/a>: le <strong>niveau du r\u00e9chauffement climatique<\/strong>, mais aussi de la <strong>mani\u00e8re d\u2019y r\u00e9pondre<\/strong>&nbsp;: <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Que souhaite-t-on conserver&nbsp;?<\/li>\n\n\n\n<li>Qu\u2019est-on pr\u00eat \u00e0 transformer&nbsp;? <\/li>\n\n\n\n<li>\u00c0 quoi est-on pr\u00eat \u00e0 renoncer&nbsp;?<\/li>\n<\/ul>\n<\/div><figure class=\"wp-block-media-text__media\"><img data-recalc-dims=\"1\" decoding=\"async\" width=\"954\" height=\"634\" src=\"https:\/\/i0.wp.com\/normandiemaine.cerfrance.fr\/latelier\/wp-content\/uploads\/sites\/2\/2024\/04\/Quel-horizon-prendre-pour-quelle-decision-en-lien-avec-le-rechauffement-climatique.png?resize=954%2C634&#038;ssl=1\" alt=\"Quel horizon prendre en compte pour quelle d\u00e9cision ? \" class=\"wp-image-4898 size-full\" srcset=\"https:\/\/i0.wp.com\/normandiemaine.cerfrance.fr\/latelier\/wp-content\/uploads\/sites\/2\/2024\/04\/Quel-horizon-prendre-pour-quelle-decision-en-lien-avec-le-rechauffement-climatique.png?w=954&amp;ssl=1 954w, https:\/\/i0.wp.com\/normandiemaine.cerfrance.fr\/latelier\/wp-content\/uploads\/sites\/2\/2024\/04\/Quel-horizon-prendre-pour-quelle-decision-en-lien-avec-le-rechauffement-climatique.png?resize=300%2C199&amp;ssl=1 300w, https:\/\/i0.wp.com\/normandiemaine.cerfrance.fr\/latelier\/wp-content\/uploads\/sites\/2\/2024\/04\/Quel-horizon-prendre-pour-quelle-decision-en-lien-avec-le-rechauffement-climatique.png?resize=768%2C510&amp;ssl=1 768w\" sizes=\"(max-width: 954px) 100vw, 954px\" \/><\/figure><\/div>\n\n\n\n<p><\/p>\n\n\n\n<p>L\u2019impact du changement climatique sur les <strong>productions v\u00e9g\u00e9tales<\/strong> est visible&nbsp;: inondations, s\u00e9cheresses, \u00e9pisodes de gel tardif, etc. L\u2019I4CE estime le co\u00fbt d\u2019anticipation \u00e0 <strong>1,5 milliard d\u2019euros par an sur la prochaine d\u00e9cennie<\/strong>. Il s\u2019agit du co\u00fbt estim\u00e9 du d\u00e9ploiement de diff\u00e9rents leviers (irrigation, brise-vent, ombrage, serres agricoles) adapt\u00e9s selon les territoires et les cultures afin de maintenir les niveaux de production. L\u2019\u00e9volution des assolements ou les substitutions de cultures n\u2019ont pas \u00e9t\u00e9 \u00e9tudi\u00e9es ici.<\/p>\n\n\n\n<p>Dans le secteur du b\u00e2timent, <a href=\"https:\/\/www.franceassureurs.fr\/espace-presse\/pour-une-france-assurable\/\">int\u00e9grer le risque de vague de chaleur<\/a> pourrait g\u00e9n\u00e9rer un surco\u00fbt d\u20191 \u00e0 2,5 milliards d\u2019euros par an pour la construction neuve et de plusieurs milliards pour le parc immobilier existant. La pr\u00e9vention des risques inondations et de retrait-gonflement des argiles pourrait repr\u00e9senter quelques centaines de millions d\u2019euros. Pour en comprendre les d\u00e9terminants, la Fondation Jean Jaur\u00e8s a r\u00e9cemment publi\u00e9 une \u00e9tude sur la consommation en grande distribution. Les donn\u00e9es de consommation de 20&nbsp;000 points de vente r\u00e9partis sur le territoire national ont \u00e9t\u00e9 analys\u00e9es en tenant compte du profil sociod\u00e9mographique des acheteurs et de l\u2019environnement \u00e9conomique et commercial des magasins. Douze \u00ab&nbsp;<a href=\"https:\/\/www.jean-jaures.org\/publication\/consommation-alimentaire-le-kaleidoscope-francais-demoyenniser-la-france-en-douze-conso-styles-territoriaux\">conso-styles<\/a>&nbsp;\u00bb ont ainsi pu \u00eatre d\u00e9crits et cartographi\u00e9s.<\/p>\n<\/div><\/div>\n\n\n\n<p><\/p>\n\n\n\n<p><strong>La tendance est \u00e0 l\u2019augmentation des \u00e9carts de consommation<\/strong> par rapport \u00e0 la moyenne. Les <a href=\"https:\/\/www.veillecep.fr\/2024\/03\/achats-de-produits-de-grande-consommation-le-niveau-de-diplome-et-le-degre-durbanite-discriminants\">principaux d\u00e9terminants<\/a> des \u00e9carts sont le <strong>niveau de dipl\u00f4me<\/strong> et le <strong>niveau d\u2019urbanit\u00e9<\/strong>. Les autres facteurs explicatifs sont le niveau de revenu, l\u2019\u00e2ge et enfin le nombre de personnes au foyer.<\/p>\n\n\n\n<p>Les <strong>produits biologiques<\/strong> en grande surface sont ainsi surconsomm\u00e9s dans le conso-style \u00ab&nbsp;hyper urbains cosmopolitains&nbsp;\u00bb. Le dipl\u00f4me explique 50&nbsp;% des \u00e9carts de consommation, suivi de l\u2019urbanit\u00e9 et ensuite seulement du revenu.<\/p>\n\n\n\n<p>Un enjeu majeur de la grande distribution est ainsi de <strong>r\u00e9pondre au plus grand nombre<\/strong> tout en proposant une offre pour <strong>r\u00e9pondre \u00e0 tous les besoins<\/strong>. L\u2019\u00e9tude souligne qu\u2019il est plus avantageux de d\u00e9velopper la consommation d\u2019un type de produit de fa\u00e7on homog\u00e8ne que de le r\u00e9server \u00e0 certains styles de consommateurs.<\/p>\n\n\n\n<p>Conna\u00eetre les d\u00e9terminants des \u00e9carts de consommation permet d\u2019<strong>adapter l\u2019offre ou la communication sur le produit<\/strong>. Si c\u2019est le niveau de dipl\u00f4me, comme pour les produits biologiques, qui est d\u00e9terminant, la p\u00e9dagogie et &nbsp;l\u2019information seront utiles. Lorsque l\u2019\u00e2ge est discriminant, comme c\u2019est le cas du <strong>vin<\/strong>, l\u2019enjeu sera essentiellement le rajeunissement de la cible consommateur.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Produits durables et bio en restauration collective&nbsp;: o\u00f9 en est-on&nbsp;?<\/h2>\n\n\n\n<p><\/p>\n\n\n\n<p>La loi EGalim, compl\u00e9t\u00e9e par la loi Climat et r\u00e9silience, a pos\u00e9 <strong>l\u2019objectif<\/strong> de servir <strong>au moins 50&nbsp;% de produits durables et de qualit\u00e9, dont au moins 20&nbsp;% de produits biologiques<\/strong>, en <a href=\"https:\/\/ma-cantine-1.gitbook.io\/ma-cantine-egalim\/rapports-du-gouvernement-au-parlement\">restauration collective de service public<\/a> depuis le 1<sup>er<\/sup> janvier 2022. Cela concerne \u00e9galement les \u00e9tablissements de restauration collective priv\u00e9e depuis le d\u00e9but de l\u2019ann\u00e9e 2024. \u00c0 partir du 1<sup>er<\/sup> janvier 2024, l\u2019objectif est aussi d\u2019atteindre <strong>60&nbsp;% de produits durables et de qualit\u00e9 pour les viandes et les poissons<\/strong>. Les ann\u00e9es 2021 et 2022 ne sont pas directement comparables, car le nombre de d\u00e9clarants a \u00e9volu\u00e9, mais <strong>la tendance est toutefois \u00e0 l\u2019am\u00e9lioration<\/strong>. <\/p>\n<\/div><\/div>\n\n\n\n<p><\/p>\n\n\n\n<p>Un d\u00e9clarant sur quatre d\u00e9passe le seuil des 20&nbsp;% de bio dans ses approvisionnements et un sur vingt d\u00e9passe l\u2019objectif de 50&nbsp;% de produits durables et de qualit\u00e9. 4,7&nbsp;% des d\u00e9clarants seulement remplissent les deux objectifs. Le <a href=\"https:\/\/www.vie-publique.fr\/en-bref\/293406-restauration-collective-plus-de-produits-durables-en-2022\">surco\u00fbt moyen EGalim<\/a> hors inflation est estim\u00e9 de 0,14 \u00e0 0,42&nbsp;\u20ac par repas selon les secteurs, auquel s\u2019ajoute le surco\u00fbt li\u00e9 \u00e0 l\u2019inflation de 0,17 \u00e0 0,25 \u20ac par repas.<\/p>\n\n\n\n<p>La <a href=\"https:\/\/revue-sesame-inrae.fr\/cantines-scolaires-une-transition-alimentaire-servie-sur-un-plateau\/\">revue S\u00e9same<\/a> s\u2019est int\u00e9ress\u00e9e \u00e0 des cantines fonctionnant de fa\u00e7on plus durable. Le changement concerne les pratiques, avec une <strong>cuisine \u00e0 partir de produits locaux bruts n\u00e9cessitant de la pr\u00e9paration<\/strong>. Un enjeu r\u00e9side dans la <strong>m\u00e9diation entre l\u2019offre et la demande alimentaire<\/strong>. Les <strong>l\u00e9gumeries<\/strong> peuvent \u00eatre une piste prometteuse.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>T\u00e9l\u00e9chargement de notre fourche \u00e0 la fourchette du mois d&rsquo;avril 2024
