Cette proposition sera soumise aux \u00c9tats membres et au Parlement europ\u00e9en. L\u2019architecture des budgets et des prises de d\u00e9cisions a \u00e9t\u00e9 enti\u00e8rement revue, pour donner plus de souplesse aux Etats membres. Cette proposition est loin de faire l\u2019unanimit\u00e9.
